



This agreement is made this 7th day of July, 2000, by and between
the Department of Housing and Urban Development (HUD) and Local
476, American Federation of Government Employees (the Local),
which represents HUD employees in the National Capital Region
. This agreement is being made to reflect HUD's increased sensitivity
to security measures at Headquarters with regard to HUD employees
and others who would enter the HUD Headquarters Building.
While recognizing that internal
security issues are not subject to collective bargaining, HUD
is sensitive to concerns raised by the Local and agreed to discuss
procedures that HUD had unilaterally implemented on June 3, 2000.
HUD and AFGE partnered
on these issues and agree that the new security measures outlined
below are reasonable steps to address the legitimate security
concerns of the Department and its employees.
ENTRANCE TO THE HUD HQ FACILITY BY HUD EMPLOYEES
Entrance to the HUD HQ facility may be gained by the use of the
picture identification (Smart Card) issued to each HUD Headquarters
employee. Smart Cards will also be issued to employees in the
DC Field Office and the D.C. Storefront. Upon entering the facility
at any of the three entrances, the employee places the smart card
on the turnstile and is granted access with no further screening
by building security.
If an employee forgets or misplaces his Smart Card, he will be
required to pass through security screening for entry into the
facility. The Security Officer will verify the individual's employment
status and issue a temporary HUD identification. The employee
will not, however, be required to sign in if entry is made during
normal business hours (between 7:00 a.m. and 7:30 p.m.).
HUD employees on temporary duty to the HUD HQ facility will be
permitted access after showing their HUD employee identification
card issued by their home office. Visiting HUD employees may only
enter the Headquarters facility through the North or South Lobby
entrances. Visiting employees will be required to pass through
the magnetometer and all hand carried items must be x-rayed. The
visiting HUD employee will not be required to sign in if entry
is made during normal business hours.
ENTRANCE INTO THE HUD HQ FACILITY BY NON-HUD FEDERAL EMPLOYEES
AND VISITORS
Federal employees of other agencies may enter the HUD HQ facility
by showing the Security Officer their valid federal employee identification
card, passing through the magnetometer and having their hand carried
items x-rayed. These federal employees may only enter through
the North or South Lobby and only during normal business hours.
Visitors to the HUD HQ facility who are not federal employees
must pass through the magnetometer and have all hand carried items
x-rayed prior to being allowed entrance into this facility. All
non-federal employee visitors will be required to sign in with
the Security Officer, pass through security and be issued a HUD
visitor pass.
Escorts will not be required for visitors who have been "prescreened"
by a HUD office representative in the office where the visitor
has scheduled an appointment. To implement this policy, each HUD
Headquarters office must designate an office representative, whose
name will be furnished, in writing, by the Asstistant Secretary
or equivalent office head to the Office of Security. The office
representative will be the only individual authorized to contact
the facility Security Force, via e-mail, to pre-screen a visitor
or group of visitors. To pre-screen visitors, the office representative
must provide the name of the person(s), his/her date of birth
and his/her social security number as well as the date and time
of the visit, and the office number and name of the person to
be visited. This information must be submitted by the designated
office representative one business day in advance of the visitor's
expected entry to HUD Headquarters.
For those visitors who have not been prescreened, the Security
Officer will telephone the HUD employee the visitor is meeting
and advise the HUD employee that a visitor has arrived. The HUD
employee must come to the lobby to escort the visitor to his office.
After receiving confirmation of the appointment, the guard will
have the visitor sign the visitor log and will issue a HUD visitor
pass. The visitor will not be allowed to proceed into the facility
until escorted by a HUD employee.
No person wearing a temporary HUD ID will be allowed to enter
the HUD HQ facility without being pre-screened by security in
accordance with the above security procedures.
ID cards issued by the HUD Day Care Center and the Fitness Center
to its patrons will be honored like IDs from other federal agencies.
These ID cards will be entered into HUD's database. Visitors to
the HUD Day Care Center and the Fitness Center will be able to
access the facility by showing the card issued by the HUD Day
Care Center and the Fitness Center, passing through the magnetometer
and having their hand carried items x-rayed.
ENTRANCE TO THE HUD HQ GARAGE
Entrance into the HUD Parking Facility is restricted to carpool
members who have been authorized to park in this facility. All
other passengers in the vehicle must exit the vehicle prior to
the vehicle entering the security check point at the top of the
entrance ramp. This may be done safely by using the HUD parking
lot on the North end of the HUD facility.
All carpool members
other than HUD employees will be issued a HUD carpool identification
card by OAMS. This ID must be shown to the Security Officer at
the entrance to the parking ramp and will allow the carpool member
access into the parking garage to park their vehicle. This ID
will not allow the carpool member to enter the HUD facility itself.
At the entrance to the parking facility entrance ramp on 7th Street
all occupants of the vehicle will show either a HUD employee ID
or a HUD carpool member ID in order to gain access.
HUD employees only may enter the HUD HQ facility via the
pedestrian keycard control doors located on the A level of the
parking facility. After the carpool vehicle is parked all non
HUD employees must exit the parking facility via one of the stairwells
located on the building side of the North and South end of the
parking facility. These stairwells exit onto the front courtyard
of the HUD facility.
To reenter the parking facility the carpool member who are not
HUD employees must enter the HUD HQ facility through the North
or South Lobby only. They will be required to show their HUD issued
carpool ID or their federal agency identification and must pass
through the magnetometer and all hand carried items x-rayed. After
being screened by security they may proceed to one of the two
parking facility entrance doors located on the north and south
end of the basement level. There they will be required to contact
the Security Control Center via the intercom system and provide
their name. The Security Officer will verify the individual's
name on a list of current carpool members and once verified will
remotely unlock the door and allow access into the parking facility.
