2ND VICE PRESIDENT

ART GRAMMER
HUD Organization: Office of Public and Indian Housing
Position: Sr. Management Information Specialist (GS-301-14)
Years Federal Service: Thirty-five (35) years

My Union Background: I have been a Local 476 member since October 1995. Elected to this position in 2005; I am currently serving the membership as your Second Vice President. I was previously an elected National Delegate elected since 1998. I serve the Local by managing the Local's Office operations; as a Special Assistant to the President; as your Local 476 Webmanager; as a Local 476 Steward; and as the Local 476 Organizer, having personally recruited directly or indirectly over 300 members. Additionally, I serve our members as a primary steward for Local 476 in the Federal Labor Standards Act (FLSA) lawsuit that was settled for $24 million dollars by President Eddie Eitches.

My Credentials: I have helped many dues paying members resolve disputes with management in their favor by either representation or in case collaboration. I have over twenty years experience in personal negotiations gained through formal training and daily actualities while in the military and subsequently during other civil service appointments, in the arenas of organizational behavior management, and in drug and alcohol abuse counseling.

I proudly served in the United States Navy for fourteen (14) years, at which time I elected to continue my career with Uncle Sam, and accepted an appointment in the Civil Service in 1985. Publicly, I have served on several corporate Board-of-Directors, holding offices of President, Vice President and Secretary on separate elected terms. I am familiar with representative procedures and have exercised the adopted protocols of Roberts Rules of Order in my corporate Board dealings.

I have also proudly volunteered and served the community as a self-awareness counselor and weight-training instructor with the YMCA. As a single parent, I strongly believe in family and am especially focused on a faith based education for our youth.
