
I represented bargaining unit employees all over this Department to help them receive fair treatment toward getting upward mobility positions, training and promotions etc. I have been the Team Leader in reorganization negotiations in both Headquarters and the DC Field Office. I received a Bachelor's degree from UDC in Urban Studies. I have worked with Washington Urban League and Montgomery County NAACP. I have been on Capital Hill representing HUD workers at hearings on discrimination in the federal government.
A little history here... back on October 13, 1970 when Romney was Secretary, I did lead about 300 black employees of the Comptrollers Division to the 10th floor and demanded to see Secretary Romney concerning training and upward mobility positions. As a result of this and other actions, a Federal hearing examiner did find HUD guilty of racial discrimination and recommended the return of pay withheld from employees who had demonstrated against alleged discrimination practices. She also recommended that HUD have more training and upward mobility programs for lower-grade employees. She cited as examples of discrimination the testimony of a black female with 28 years of service who reached the Grade 4 after 18 years and a Grade 5 level 10 years later. She went on to say "I can only suggest that the complaining employees who appeared to testify were not "militants" in the sense of today's terminology. These are career workers with years of local service." Over 300 employees did receive promotions at one time. My mom saved the articles and I still have them today.
I am married to Cassandra Wallace (First Ms. Black Louisiana State U (LSUNO) beauty queen and have two children: Dr. Marcus Wallace, who graduated from George Washington Medical School; and Monica, who graduated from the University of Maryland and is currently an intern in the Office of Community and Development.
